NEW YORK CIVIL PRACTICE LAW AND RULES (CPLR) New York State | For Informational Purposes Only CPLR § 8007 Printers § 8007. Printers. Except where otherwise prescribed by law, theproprietor of a newspaper is entitled for publishing a summons, notice,order or other advertisement, required to be published by law or by theorder of any court, or of the clerk of a court, to twenty-nine cents perline of a column width not less than ten pica ems, provided that incomputing such charge per line the line shall average at least fivewords for each insertion in newspapers having a circulation of less thantwo thousand five hundred; twenty-nine and one-half cents per line fornewspapers having two thousand five hundred or more circulation and lessthan five thousand; thirty and one-half cents per line for newspapershaving five thousand or more circulation and less than seven thousandfive hundred; thirty-one and one-half cents per line for newspapershaving seven thousand five hundred or more circulation and less than tenthousand; thirty-two and one-half cents per line for newspapers havingten thousand or more circulation and less than fifteen thousand; andthree and one-half cents per line, in addition to the thirty-two andone-half cents for the initial fifteen thousand circulation, for eachadditional five thousand circulation up to thirty-five thousandcirculation and one and one-half cents per line for each additional fivethousand possessed by a newspaper. To all of the above rates nine centsper line shall be added to the initial insertion charge of each separateadvertisement. To all of the above rates for the initial insertion eightcents per line shall also be added for tabular matter or intricatecomposition. In reckoning line charges allowance shall be made for datelines, paragraph endings, titles, signatures and similar short lines asfull lines where the same are set to co intricatecomposition. Display advertising shall be charged agate measurement(fourteen lines to each inch), ten to thirteen pica ems wide, dependingon the makeup of the newspaper publishing such copy. This rate shall notapply to any newspaper printed, principally circulated or having itsprincipal office in the counties of New York or Bronx within the firstjudicial district or in the county of Kings within the second judicialdistrict or in the county of Richmond within the thirteenth judicialdistrict or in the county of Nassau within the tenth judicial districtor in the county of Queens within the eleventh judicial district or inthe county of Westchester within the ninth judicial district or in anycity having a population of over one hundred seventy-five thousandinhabitants within the eighth judicial district, where the rate for suchpublication may be equal to but shall not exceed the regularlyestablished classified advertising rate of such newspapers. Everynewspaper making claim for compensation under the provisions of thissection must be established at least one year and entered in the postoffice as second class matter.
